according to the requirements of the decision of the State Council on further reducing the catalogue of production license management of industrial products and simplifying the approval procedure (GF [2018] No. 33), The State Administration of market supervision has decided to change the production license of explosion-proof electrical products to compulsory product certification (CCC certification). In order to ensure the smooth implementation of CCC certification and the smooth and orderly connection of work, the relevant requirements are hereby announced as follows:

I. Certification Implementation Date

from October 1, 2019, explosion-proof electrical appliances, household gas appliances and household refrigerators with a nominal volume of more than 500L (see the annex for the specific product scope and mandatory product certification implementation rules) will be included in the CCC certification management scope, All designated certification bodies (the designated work of certification bodies and laboratories will be announced separately) begin to accept certification commissions; The market supervision bureaus (departments and committees) of all provinces, autonomous regions, municipalities directly under the central government and Xinjiang production and Construction Corps (hereinafter referred to as the provincial market supervision departments) stop accepting relevant production license applications, and terminate the administrative license procedures according to law if they have accepted them

since October 1, 2020, the above products have not obtained the compulsory product certification certificate and are not marked with the compulsory certification mark when they are frequently subjected to the impact of heavy loads. They shall not be delivered, sold, imported or used in other business activities

II. Work requirements of designated certification bodies

designated certification bodies should formulate Certification Implementation Rules in accordance with the requirements of the general rules for compulsory product certification and the corresponding product implementation rules. Therefore, they must be adjusted and filed with the State Administration of market supervision (certification supervision department) before September 25, 19

III. connection between CCC certification and production license management

(I) before October 1, 2020, the above products produced by domestic enterprises shall be delivered, sold or used in other business activities with a valid production license or CCC certification

(II) for enterprises that have obtained production licenses, if the above products are no longer produced after October 1st, 2020 (inclusive), CCC certification is not required; Otherwise, the certification should be submitted as soon as possible, except that the material itself is not environmentally friendly, and CCC certification should be obtained before October 1, 2020

(III) for the certification entrustment proposed by the enterprise with a valid production license, the designated certification authority shall recognize the corresponding review and testing results, formulate and implement relevant conversion schemes (including difference detection items, supplementary factory inspection, etc.), renew the CCC certification certificate for the products that meet the certification requirements, and notify the provincial market supervision department where the enterprise is located of the list of licensed enterprises. In principle, the certification and testing costs incurred in the process of certificate conversion shall be borne by the finance

(IV) all provincial market supervision departments shall handle the cancellation procedures of production license in a timely manner according to the notification of the certification authority and the expiration of the production license. On October 1st, 2020, the State Administration of market supervision cancelled all valid production licenses that had not been converted

(V) for products produced during the validity of the production license, the original packaging (meeting the requirements of the production license) can be used for ex factory sales after October 1, 2020
